1. Amnesty International Calls for Action on Syrian Prisoner of Conscience
Amnesty International has called for action on behalf of Muhannad
al-Hassani, a Syrian human rights defender and lawyer. He has been detained
since July 28 and is facing charges that could have him imprisoned for up to
15 years. Al-Hassani is a prisoner of conscience detained for his human
rights work in Syria, including his work to promote the protection of
political prisoners' rights. Specifically, Amnesty is calling for the Syrian
government to drop all charges against Al-Hassani, ensure that he is not
tortured while imprisoned, and refrain from further restrictions on the
freedoms of human rights defenders in Syria.

2. African Democrats Call for Protection of Journalists in Somalia
The African Democracy Forum (ADF), a network of over 450 democracy and human
rights organizations throughout Africa, is deeply concerned by the
persistent and escalating attacks against journalists and news media
organizations in Somalia. The ADF has been informed by its member, the
National Union of Somali Journalists (NUSOJ), thus so far this year, six
Somali journalists have been killed; 40 have gone into exile; 30 have
received death threats; and 15 have been illegally detained by authorities.
In addition, numerous media houses have been closed, program contents
censored, and music and songs prohibited. The ADF calls on the governments
of Somalia, Puntland, and Somaliland to take steps to ensure the safety of
journalists and respect freedom of expression. The ADF also urges the
Somali government to comply with the recommendations on the UN Independent
Expert on the human rights situation in Somalia, whose mandate was renewed
by the Human Rights Council on October 2, 2009.

3. Judge in Singapore Convicts Democratic Party Leader Secretary General
Chee Soon Juan
On September 4, a district judge in Singapore convicted the Secretary
General of the Singapore Democratic Party and World Movement participant,
Dr. Chee Soon Juan, on two counts of speaking in public without a permit.
Dr. Chee is to be fined $10,000 or face 10 weeks imprisonment pending an
appeal. He has argued that since the Constitution protects freedom of
assembly, the government's blanket ban on all outdoor political events is
legally invalid and unconstitutional. Including this recent verdict, he has
now been convicted of four counts of speaking without a permit and is
awaiting a decision on four more.

4. Update on the World Youth Movement for Democracy
The World Youth Movement for Democracy (WYMD) has undertaken many new,
exciting activities in the past few months. As announced by WYMD, World
Youth Day for Democracy, scheduled for October 18, is quickly approaching!
Many youth around the world have already planned activities in celebration
of democracy, and the Youth Network would like to encourage others to join
in recognizing this day by hosting their own events. Additionally, the
WYMD's essay contest entitled "Youth Speak Out: Engaging in Democracy and
Grasping Opportunity," recently completed the competition with nearly 500
entries from all over the world. The 15 regional winners will be announced
on World Youth Day for Democracy, and two of them will be announced as the
global winners at the closing ceremony of the World Movement for Democracy's
Sixth Assembly in Jakarta, Indonesia, next April. All of the regional
winners will be awarded cost-covered participation in the Assembly.
Finally, WYMD members united in an initiative to express solidarity with
democratic youth in Egypt by making short video messages showing their
support.

5. World Forum for Democratization in Asia (WFDA) Holds Third Biennial in

The World Forum for Democratization in Asia (WFDA) held its Third Biennial
Assembly on September 16-18 in Seoul, South Korea. Attended by 150
international delegates, as well as many Korean civil society activists and
scholars, the conference addressed its theme "Sustaining Democracy in Asia:
Challenges of Social and Economic Justice." The conference opened with
special tributes to late presidents Corazon Aquino and Kim Dae-Jung of the
Philippines and South Korea respectively, and the keynote speech was
delivered by former Korean Ambassador-at-Large for Human Rights, Dr.
Kyungseo Park. Special panels were organized by FORUM-ASIA, Global
Partnership for the Prevention of Armed Conflict, Transparency
International, the World Movement for Democracy, and a consortium of leading
Korean academic institutes. The day after the conference, a separate "Youth
Caucus" was held, where more than 30 young activists from the region
discussed ways to establish a regional youth network on democracy. In
addition, the Biennial adopted the "Seoul Declaration on Democracy and
Social and Economic Justice," and evaluated and discussed the WFDA Framework
for Action, and an online consultation is now open to finalize a new
Framework document to guide the work of the network for the next two years.
WFDA also adopted a statement criticizing the South Korean government's
refusal to allow Dolkun Isa, a participant from East Turkestan to enter the
country and attend the WFDA biennial assembly. Isa, a German citizen, fled
persecution in China in 1997, and has been on a Chinese government wanted
terrorist list since 2003. According to the Uyghur American Association
(UAA), recently, China has used its influence to seek the return of Uyghurs
from neighboring countries to China, where they face serious human rights
violations, including torture, unfair trials, and execution.

6. World Movement Steering Committee Member Michael Danby Issues Statement
on Rebiya Kadeer
World Movement Steering Committee Member and Australian Member of
Parliament, Michael Danby, issued a statement of solidarity with Uyghur
leader Rebiya Kadeer, whose documentary film Ten Conditions of Love was
recently shown at the Melbourne International Film Festival that took place
on July 24 - August 9, 2009. The film documents Ms. Kadeer's life, which
fell under intense scrutiny from the Chinese government. The Chinese
Government had attempted to stop the Australian Government from issuing Ms.
Kadeer a visa to attend the film festival and also urged the Melbourne
International Film Festival to cancel the showing of her documentary. Other
Chinese films were withdrawn from the festival after Chinese hackers wreaked

On August 27-29, Women of Zimbabwe Arise (WOZA) / Men of Zimbabwe Arise

8. Southern Africa Human Rights Defender Trust Launched
The launch of the Southern Africa Human Rights Defenders Trust (SAHRDT) in
Johannesburg on September 11, 2009, marks another important step towards the
establishment of a strong and effective protection framework for defenders

human rights defenders who are under threat and willprovide support both to

The John F. Kennedy School of Government at Harvard University has announced

democracy, entitled "Deepening and Sustaining Democracy in Asia," on October

11. ICNL Publishes Legal Primer on Supporting Civil Society and Publication
on NGO Restrictions
The International Center for Not-For-Profit Law (ICNL) and the United
Nations Development Programme (UNDP) recently announced the publication of a
new primer entitled "The Role of Legal Reform in Supporting Civil Society."
It was commissioned by UNDP and written by David Moore with support from
Douglas Rutzen, both of ICNL. The primer is intended to be a helpful
resource for governments, civil society, and multilateral institutions
seeking to promote an enabling environment for civil society. The paper is
based on the precept that the legal framework for civil society is a primary
manifestation of a country's governance theory and plays a key role in the
ability of nations to advance human development.
ICNL also recently announced the third issue of its publication, Global
Trends in NGO Law. This issue is entitled "Barred from the Debate:
Restrictions on NGO Public Policy Activities," and addresses recently
proposed or enacted legislation that infringes on freedom of expression,
including, but not limited to, laws that directly restrict NGO activity,
provisions of NGO laws that threaten freedom of expression, and laws of
general applicability that may be used to adversely affect civil society's
ability to participate in public debate. ICNL is a partner on the World
Movement's Defending Civil Society project.

The initiative for Leadership and Democracy in Africa (iLEDA), a democracy
training program for leaders across Africa, began the iLEDA School Citizen
Leadership Program in Mozambique on September 8. The "training-of-trainers"

On September 28, the Brussels-based democracy assistance organization,
European Partnership for Democracy (EPD), released its report on current
developments in Armenia, entitled "Armenia on the Threshold of Change - The
Lingering Impact of an Unresolved Political Crisis." Richard Giragosian and
Marine Manucharyan report on the state of political affairs in the country
after the May 2009 local elections for Yerevan city. The report shows that
Armenian society remains polarised after last year's contested parliamentary
elections, which were followed by demonstrations violently suppressed by the
Armenian Government leaving at least 10 people dead.
On September 17, EPD also released a report, entitled "Moldova's Early
Elections: A Transition in Need of Support." Kristina Prunerova reports on
the state of political affairs in the country after the two parliamentary
elections held in 2009. These elections were followed by demonstrations and
a violent crackdown by the authorities, which resulted in a political
stalemate and new elections in July. The study analyzes the situation
between the regular and early elections in spring this year, outlines the
main challenges in the post-election period, and proposes ways in which the
international community can assist Moldova at this fragile stage in its
democratic evolution.

perceived as "western" democracy that is at odds with Afghanistan's
traditional religious and cultural norms. This sentiment is enhanced by a

Zimbabwe Peace Project, Justina Mukoko, scored a huge victory on September
28 when Zimbabwean Supreme Court Justice Chidyausiku granted her a permanent
stay [cha1] of criminal proceedings. Jestina's lawyers had argued that her
constitutional rights to liberty, full protection of the law, and the right
to freedom from torture had been infringed. Mukoko was abducted from her
home on December 3, 2008. Her whereabouts were unknown until her appearance
in court on December 24, 2008 when she was charged with sabotage, banditry,
and terrorism. The verdict essentially quashes the case against Mukoko. The
stay was extended to Emmanuel Chinanzvavana and eight others with whom she
was initially charged.

Freedom House recently released its UN Human Rights Council Report Card:
2007-2009, which assesses the progress of the United Nations Human Rights
Council (UNHRC) over a two-year period that began with the conclusion of the
institution-building process in June 2007 and extends through the end of the
Council's 11th Session in June 2009. The report assesses the performance of
the Council on a number of key issues, including its ability to take timely
action on some of the most egregious human rights abuses occurring in
specific countries or regions of the world, and its ability to address
emerging global threats to fundamental human rights such as freedom of
expression and freedom of association. The council received a failing grade
on 4 of the 11 criteria reviewed in the report. The report's main finding
is that repressive countries are successfully outpacing democracies and
undermining the work of the UNHRC despite being greatly outnumbered by
democracies in the membership of the body. The report identifies a trend in
which authoritarian countries, such as China, Cuba, and Egypt, invest
significant resources toward hampering the Council and are often aided by
democracies that bow to their political pressure. The report also focuses
on the ability of nongovernmental stakeholders to engage with and positively
affect the functioning of the Council.

promoting media development and independence. It recommends the promotion of

On September 15, the East and Horn of Africa Human Rights Defenders Project
(EHAHRDP) expressed concern over continued restrictions on freedom of
expression and the media following the violence in Kampala when the Ugandan
government shut down four radio stations and suspended live public debate.
The host of Radio One's Spectrum program, Kalundi Robert Serumaga, was
arrested, severely beaten during his interrogation, and charged with six
counts of sedition. Among other things, EHAHRDP is demanding that the
Ugandan government give Mr. Serumaga a free and fair trial, lift the
restrictions on the media, and revoke the closures of the radio stations.
